About

Dr. Ruby is a professor in the School Psychology Program and coordinates the graduate certificate in Social and Emotional Learning for Educational Equity. She supports school-based leadership teams in developing their multitiered systems of support (MTSS), with a focus on integrating academic and social-emotional-behavioral supports with an equity lens. She currently serves as a faculty member and expert presenter for the Washington Administrators Improving MTSS Project. She has been involved with systems change in Washington State since 2006 and served on state advisory committees for RTI and MTSS for numerous years. Dr. Ruby completed the NCRTI Train the Trainers in 2011 and served as one of four RTI Evaluators for Improving Core Subject Instruction for all Students Pilot Project (HB 2136) and Retooling Instruction through Response to Intervention, 2009-2012. She co-developed a state training manual with NEWESD 101 in 2012, Using the NCRTI Integrity Rubric and Washington RTI Site Interview form to Evaluate and Assist Teams with Implementation. Since 2020, she has served as a data collector for the American Institute for Research (AIR) to validate their Integrated MTSS Fidelity of Implementation Rubric. Most recently, Dr. Ruby served on the OSPI Specific Learning Disabilities (SLD) Cadre, the group that made recommendations for changes in the WAC for the evaluation and identification of students suspected of having specific learning disabilities. She teaches Academic Assessment for the EWU School Psychology Program and is considered an expert in the use of Response to Intervention (RTI) in identifying students for SLD.

Dr. Ruby is also a certified trainer for the National Association of School Psychologists’ PREPaRE Workshop 1, Third Edition, Comprehensive School Safety Planning: Prevention Through Recovery and PREPaRE Workshop 2, Third Edition, Mental Health Crisis Interventions: Responding to an Acute Traumatic Stressor in Schools. She provides this training for schools and agencies across the state and region.
