Rosalee is currently a Senior Faculty member of the EWU Healthcare Administration program, joining EWU full time in 2017. Before becoming an educator, Rosalee served as the Senior Vice President and Chief Operations Officer (COO) for Pathology Associates Medical Laboratories (PAML) from 1999 to May 2017, when PAML was sold to a national laboratory provider. In her COO executive role, she was accountable for the service and financial performance of the organization. From 1983 to 1999, Rosalee served PAML in the Human Resources executive role and was directly responsible for growing the company from 40 employees to over 1600 employees.
As the Chief Operations Officer of PAML in Spokane, Washington, Rosalee Allan led Human Resources, Supply Chain, Pre- and Post-Analytical operations (Logistics, Client Services, Patient Services), Information Technology, Quality, and Analytical/Toxicology operations. Recognizing that 80% of lab error occurs in pre- and post-processes, her long-term goal has been to decrease service failures and improve responsiveness to client specimen resolution issues by constantly improving the company’s ability to view and react to enterprise client account activity and specimen status. PAML was an industry leader because of its cutting-edge laboratory management systems, including state-of-the-art pre- and post-analytical process automation and support services.
Rosalee led the recognition of these solutions at both the regional and national levels and considers these events as milestones in her career. In March 2008, PAML was the recipient of the Microsoft National Customer Excellence award for Healthcare Industry Leadership. In June 2008, PAML was presented with the Qualis Award of Excellence in Healthcare Quality at the Northwest Patient Safety Conference. In 2009, PAML was awarded the Providence Health and Services President’s Award for Excellence. In 2009, PAML was awarded the prestigious Washington State Quality Award. In addition, PAML has been recognized for many community and Employer of Choice awards, most notably the top award for the Best Company to Work For in the State of Washington in the year 2010. In 2024, Rosalee was awarded the American College of Healthcare Executives Regent’s Award.
PAML used its expertise to strategically operate joint venture partnerships with community-based hospitals. Included in Rosalee’s responsibilities were PAML’s regional operations and 10 joint ventures, which included Paclab Network Laboratories, Seattle, WA, Tri-Cities Laboratory, Tri-Cities, WA, Treasure Valley Laboratory, Boise, ID, Alpha Clinical Laboratory, Coeur d’Alene, ID, Colorado Laboratory Services, Denver, CO, Mountain Star Clinical Laboratories, Salt Lake City, UT, California Laboratory Associates, Burbank, CA and Kentucky Laboratory Services, Lexington, KY, Symbiodx, which was a JV focused on oncology diagnosis, Seattle, WA and Franklin Healthcare JV, Nashville, TN, which was focused on turn-around and survival of rural hospitals.
She received her BS degree in Healthcare Financial Management from Whitworth and has her MHL. She is currently a Fellow of the American College of Healthcare Executives (FACHE) and maintains her expertise in all aspects of Health Care Management. She has been a long-standing member of the Society for Human Resource Management (SHRM) and holds PHR and SHRM-CP certifications.
She is currently a Trustee on the Board of the Washington State Healthcare Leaders Association. She serves on the Executive Board of the Washington State Patient Safety Coalition and is the past Chair of the Membership and Finance Committee. She is also a Board Member of the Providence Sacred Heart Medical Center School of Medical Technology. She currently serves on the MSEC Advisory Board at Spokane Community Colleges. In addition to this, she maintains memberships in multiple healthcare professional organizations, including ACHE, SHRM, LeadingAge, and WHCA.
Recent past board appointments include Board Member of the Washington State region of the American College of Healthcare Executives and Riverview Retirement Community in Spokane, WA. From 2015 to July 2021, she served on the Board of the EWU College of Health Sciences and Public Health. In her role at PAML, she served on the boards of PACLAB Network Laboratories Member Board, ALPHA Board, Mountain States Clinical Laboratories Board, California Laboratories Associates Board, Kentucky Laboratory Services Board, Colorado Laboratory Services Board, McKesson IT Solutions, and Emdeon Web MD IT Solutions. She also served from 2008 to 2013 on the National Board for the Microsoft Customer Relationship Management Users Group (CRMUG) and the Executive Advisory Board for Sunquest Laboratory Information Services.
Rosalee has also personally been recognized in her career. In 2010, The Inland Business Catalyst magazine recognized her as one of Spokane’s Most Powerful People in Business, and in 2014, she was awarded the Prime Spirit Award recognizing her work through the years with children advocacy groups and the homeless.
